SLED Charges Former Columbia Police Officer with Criminal Sexual Conduct and Misconduct in Office

The South Carolina Law Enforcement Division (SLED) charged Caleb Oshia Hickmon-Payne, 27, with Criminal Sexual Conduct - Third Degree and Misconduct in Office on Monday, October 20, 2025. The Columbia Police Department requested the SLED investigation.

Details can be found in the attached warrants.

Hickmon-Payne was booked into the Alvin S. Glenn Detention Center in Richland County.

SLED previously charged Hickmon-Payne on March 12, 2025, with Assault & Battery 2nd Degree and Misconduct in Office. Anyone with information involving Hickmon-Payne can call SLED at (866) 472-8477 and/or email tips@sled.sc.gov.

The case will be prosecuted by the 5th Circuit Solicitor’s Office.
