Our highly trained agents seek to identify, disrupt, and dismantle drug trafficking organizations through the use of physical/technical surveillance, intelligence gathering/sharing, and networking with law enforcement agencies around the state.

Alcohol Enforcement Agents investigate possible violations of beer/wine/liquor laws and regulations. Agents are not limited in their law enforcement authority but are directly responsible for enforcing criminal laws pertaining to alcohol regulation and illegal gaming in South Carolina. Agents in this section conduct licensed location inspections, unlicensed location investigations as well as compliance checks utilizing underage cooperating individuals (UCI).

Criminal Laws – Alcohol Enforcement Agents are directly responsible for the enforcement of criminal laws related to alcohol and illegal gambling. South Carolina Criminal Statues relating to these specific areas can be found within the South Carolina Code of Laws. Administrative Violations – In addition to criminal laws, businesses who sell alcoholic beverages under a license issued by the SC Department of Revenue are subject to administrative rules that regulate alcohol and the locations at which alcohol is sold and/or consumed. Violations of criminal laws are a matter overseen by a criminal court. Administrative rule violations are investigated by agents, however, the disposition of those violations (i.e. fines, penalties, license suspensions, or license revocation) is determined by the SC Department of Revenue or an Administrative Judge.

Gambling – Included within the Alcohol Enforcement Agents duties are illegal gambling investigations. The South Carolina Constitution prohibits lotteries (except those conducted by the state) and games of chance, with few exceptions. Alcohol Licensing Agents conduct investigations in conjunction with rules and regulations set forth by the South Carolina Department of Revenue (SCDOR). Citizens apply for alcohol licenses with SCDOR. Alcohol Licensing Agents receive those applications from SCDOR and investigate the proposed location and applicant in order to verify compliance with the SCDOR’s set requirements. Once the investigation is complete, SLED Alcohol Licensing Agents submit the results of the investigation to SCDOR. The Department of Revenue reviews the investigation, and based upon SCDOR’s evaluation the application is denied or a license is issued.
A person is guilty of trafficking in persons if he or she recruits, entices, solicits, isolates, harbors, transports, provides, or obtains, or so attempts, a victim, knowing that the victim will be subjected to, or for the purposes of, sex trafficking, forced labor or services, involuntary servitude or debt bondage through any means or who benefits, financially or by receiving anything of value, from participation in a venture which has engaged in an act above.

In 2012, the South Carolina Legislature developed and enacted Trafficking in Persons statutes within the SC Code of Laws encompassing crimes largely known as “Human Trafficking.” The Legislature mandated the SC Attorney General ‘establish an interagency task force to develop and implement a State Plan for the Prevention of Trafficking in Persons.’ Among the partners listed to contribute to this plan is the South Carolina Law Enforcement Division.
The mission of the human trafficking unit is to provide assistance with and to work collaboratively on investigations related to human trafficking with multidisciplinary team partners across South Carolina. To provide training to law enforcement partners across the state regarding human trafficking and other special victim crimes and to provide technical expertise for operations conducted to combat human trafficking.
Agents trained to investigate human trafficking related crimes are assigned to Vice Special Operations and Investigations. These Agents investigate human trafficking complaints/referrals from the SC Department of Juvenile Justice, SC Department of Social Services, SC Attorney General’s Office, the National Human Trafficking Hotline and others. Agents also partner with local and federal law enforcement agencies across South Carolina to combat these crimes. The mission of the Immigration Enforcement Unit is to deter, disrupt and eliminate criminal activity associated with illegal immigration by enforcing immigration laws pursuant to Federal and State statutes. Develop immigration enforcement training programs to be offered to local law enforcement agencies; assist local law enforcement agencies with proper implementation, management and enforcement of applicable immigration laws.
Reduce the number and severity of incidents involving undocumented aliens through an aggressive enforcement plan aimed at identifying and prosecuting undocumented aliens involved in criminal activity.
Educate law enforcement agencies at the state and local levels in South Carolina on the laws associated with illegal/undocumented aliens in South Carolina.
Strengthen alliances with local communities and, allied agencies at the Federal, State, County and Municipal levels.
Provide employees with the necessary support and tools to enhance their ability to successfully accomplish their missions.
Enforce the laws of the State of South Carolina and applicable Federal laws through a program of unparalleled ethical, equitable and professional conduct.
Continuously work to enhance the leadership qualities of individual employees through a program of education, innovation and mentoring.
Thoroughly investigate complaints involving illegal/undocumented aliens.
Lottery Agents are primarily involved in the enforcement of SC Code of Laws 59-150-260A as it pertains to the South Carolina Education Lottery (S.C.E.L.). The Agents work in conjunction with the Director of Security at the S.C.E.L and answer complaints throughout South Carolina. The cases focus on the theft of and attempted redemption of tickets including the attempted cashing of altered tickets. These complaints come to SLED through the S.C.E.L. Director of Security.
Tobacco Enforcement Agents enforce tobacco tax laws of South Carolina. Agents inspect retail locations to ensure the cigarettes within locations are listed on the Tobacco Directory published by the SC Attorney General’s Office. The Tobacco Directory is a list of tobacco product manufacturers and tobacco products that are in compliance with the Escrow Fund Act and the Tobacco Escrow Fund Enforcement Act. The Tobacco Directory is updated on the 1st and 15th of each month.
